A production planner at a Midlands parts supplier called us in June needing a same day run from her warehouse to a customer’s line in Birmingham city centre, and the first thing she wanted confirmed wasn’t the collection time. It was whether the quote already covered “whatever charge the van picks up on the way in”. She’d had a previous courier add a Clean Air Zone charge to the invoice after the job was done, as if it were a surprise rather than something anyone could have checked before the van left the yard. It’s a fair thing to want settled upfront, because seven English cities now run a Clean Air Zone, and a job that finishes inside one of them can pick up a daily charge that has nothing to do with London’s Congestion Charge or ULEZ.

A Clean Air Zone Is Not the Same Thing as ULEZ

Clean Air Zones are run by individual local authorities in England, separately from London’s Ultra Low Emission Zone, which we’ve covered in detail in our guide to Congestion Charge and ULEZ costs across London’s boroughs. Outside the capital, the government’s own guidance lists seven cities operating a Clean Air Zone: Bath, Birmingham, Bradford, Bristol, Portsmouth, Sheffield, and Tyneside, covering Newcastle and Gateshead together. Each zone is graded by class, from A to D, and the class determines which vehicles actually get charged. That grading is the detail most guides skip past, and it’s the one that decides whether a same day van job pays anything at all.

Where the Zones Are and What a Van Actually Pays

Birmingham and Bristol run Class D zones, the widest category, which charge non-compliant cars and vans as well as taxis, HGVs, buses and coaches. A non-compliant van currently pays £8 a day in Birmingham and £9 a day in Bristol. Bath, Bradford, Sheffield and Tyneside all run Class C zones, which also catch vans and minibuses alongside taxis, HGVs, buses and coaches, at £9 a day in Bath, £12.50 a day in Bradford, £10 a day in Sheffield, and £12.50 a day covering both Newcastle and Gateshead. Every one of those charges is a flat daily rate rather than a per-journey fee, so a van that crosses the boundary three times in one day is only charged once, for that calendar day.

The One Zone That Doesn’t Charge Vans at All

Portsmouth is the exception worth knowing. It runs a Class B zone, and Class B only covers buses, coaches, taxis, private hire vehicles and HGVs, not vans or private cars. A same day van collecting from or delivering into Portsmouth doesn’t pick up a Clean Air Zone charge at all, regardless of the vehicle’s emissions standard, simply because of how the local authority classed the scheme. It’s one of the small details that makes a real difference to a quote, and it’s exactly the sort of thing that should be checked before a job is booked, not after.

The Standard That Keeps Most Modern Vans Out of Charge Range

Across every Clean Air Zone that does charge vans, the exemption threshold is the same. A diesel van needs to meet Euro 6 and a petrol van needs to meet Euro 4 to avoid the charge entirely, which in practice covers most diesel vans built from around September 2015 onwards. A well-maintained modern fleet vehicle will typically clear that bar without any extra paperwork, but the charge still applies automatically to anything older until it’s checked, which is why we run every registration against each scheme before a quote is confirmed rather than leaving it to chance.

How Much Van Traffic These Regions Are Actually Carrying

Van traffic isn’t a minor detail in any of these regions. The Department for Transport’s 2024 road traffic estimates put van mileage across Great Britain at 58.5 billion vehicle miles, 17% of all motor traffic and 9.5% higher than in 2019. The West Midlands alone, home to Birmingham, carries 32.7 billion vehicle miles of traffic a year, Yorkshire and the Humber, home to Sheffield and Bradford, carries 28.2 billion, and the North East, home to Newcastle and Gateshead, carries 13 billion. With that much van traffic moving through a small number of regional centres, a handful of pounds a day in Clean Air Zone charges adds up fast for any business running regular same day jobs into these cities, which is exactly why it belongs in the quote rather than the follow-up invoice.
